Everybody in this list is a WG member regardless of his/her position or
title outside review WG. Everybody has the "equal say" and "equal chance"
to present his/her views to this group.

If the views turn out to be majority, it is consensus.
As coordinator of this WG, I will do my best to encourage NC to note
WG's initiative to extend its timeframe.
