RE: [wg-review] 3. [Constituencies] Rough Proposal C - eliminate NC, keepconstituencies

I have stayed quiet and tried to absorb a lot of this (read "learn"). It is
apparent that the issues that plaque ICANN / DNSO etc.. are not unique to
any international (or domestic) business. I would propose that the 'KISS'
principle applies here. You can not "problem solve" until the problem has
been identified and isolated. As an "outsider" I would agree with Milton
and add that there are other steps to take before any solutions can be
considered/implemented. For example, when a r&d unit comes up with an idea
for a new widget no one says "hey, that sonds great lets make 500 million of
them and ship them out ASAP". The idea behind the new widget is researched
and market tests are conducted. A small number of them are created and
tested before anything is mass produced. With regard to this WG, Greg has
skipped the the first few crucial steps. Overall I like his plan and
appreciate that he has tried to get things moving forward but I am not clear
on how his proposal can solve that problems that we have not been able to
identify (as of yet).

<The DNSO Review Working Group's objective is to evaluate>
<the performance of ICANN's DNSO and to propose structural>
<and procedural changes that will help ICANN's Domain Name>
<Supporting Organization fulfill its mission of becoming a bottom-up>
<policy coordination body. >

A straight forward description of why the DNSO is ineffective would be the
natural starting point. I know this was attempted earlier but with no clear
end result. If nothing else it seems like most of us would agree with the
shortcomings of the DNSO.

(And since I never did introduce myself: I am the Director of Business
development for the Nation's largest doemstic student tour operator and have
managed projects and people in 4 countries over the past 6 years. We are a
"Click and mortar" business with a strong online presence. I am also an IT,
Web, and Network manager. I own a few domain names and admin a few more.
