[wg-review] [Clarification] Review WG Co-Chair Election


I. Election Administration
=================
    Joop volunteered for this election administration.
    Kent has been asked to carry out since he proved his automatic
    election system in NCDNHC and ccTLD elections earlier.

[Action] Who will carry out the election will be finalized until Jan. 5th.

II. Nomination.
==========
    Any subscriber to this list.
    It will be open to those who subscribe to this list as of January 3rd.

III. Candidate.
==========
    WG Members as of January 3rd 2001 from GA or 7 constituencies.
    Self-nomination followed by five seconds within this group is
recognized.
    Nomination followed by four seconds within this group is recognized.
    Election Administrator can run for election under security guarantee.
    Member of Names Council is recommended not to run.

IV. Vote.
======
    Any Subscriber to this list.
    It will be open to those who subscribe to this list as of January 3rd.

V. Finalized Schedule.
===============
    There have been a few responses to the draft schedule.
    The finalized schedule has been adjusted according to
    the comments.

Jan 1 - Jan 5    : Candidate Nomination
Jan 6 - Jan 10    : Campaign
Jan 11 - Jan 14  : Election
Jan 15 : Formal Announcement of Review WG Co-chair

VI. Time Standard and Membership
========================
Time Standard will be set based upon California time.(ICANN)
2001. January 3rd midnight(California time) will be the criteria
for both candidate and voting membership.

[Concern 1]
Voting rights should be confined to GA voting members only,
which was suggested by a GA member. However, it will exclude
those who participate in this process as non-GA-voting members.

[Concern 2]
There is no consideration in nomination process on At-large
members who have been subscribing to this list as members.
However, they do have their own voting rights.
