In a working group: Anyone who is is eligable to vote can vote if:

a) they are have a right to participate in the WG, and
b) they go through the procedural hoops.

What should those hoops be?

We care about the total size of the electorate in order to determine
whether we have a sufficient quorum.

That means we need to have a "voter registration" procedure of some kind.
That should be pretty much a simple sign-up list that could close some
fixed period before a vote.

In the election itself, once we know we have a quorom, all we care about
is the number of "yes", "no", and "abstain" votes.

In the GA, things would be pretty much the same.
