Yes.
WG-C cannot achieve consensus because of clearly opposing interests in the
issues at stake.
WG-D, however, is to produce procedures. 
Best procedures are of objective value. 
All informed and sincere voices can contribute, whether they are in a
currently recognized constituency or not.
Excluding any voice in the process of coming up with proper procedures,
will lead to a suspicion that procedures are also matters of opposing
interests, a sure sign of capture by an interest group.
