NSI doesn't say it is. ;-)

Whether it is "spam" or not, they *are* the set of people who are most
interested in domain name matters.

Calling something "outreach" when it avoids reaching out to the people who
actually have paid for domain names is something of a misnomer.

It's going to be hard to believe that the DNSO is "broadly representative"
unless it does something to reach those people.

And since all those registrants *will* have their legal rights changed by
whatever the DNSO does, it will be necessary to contact them sooner or
later.

What's an alternative?
