 And those of us who feel that no organization with pre-registrations
 should have an advantage by any other organization with pre-registrations
 by being part of the testbed.  I'm not in favor of entirely
 disenfranchising *all* organizations with pre-registrations - I just want
 a level playing field for the testbed.
