Perhaps this will explain some of Joop's request. Over a week ago I have
published a paper for WG-C. You haven't heard about it much before now
because my workstation chose that moment to commit seppeku.

In this paper I make the case for the root registry ignoring UDRP
recommendations. I also make the case for NOT separating this issue from
other root registry policy decisions. The simple fact is that any such
tribunal can NOT be competent in all jurisdictions. Only the local courts
can decide with competence and requiring UDRP takes away the rights of the
user for due process. As a practical matter, it is guaranteed to embroil the
root registry in legal contention for decades and this speaks against
stability.
