Colleagues-

Due to need for medical treatments, I need to take a much less active role in constituency affairs for some period of time. I am in South Florida receiving that attention, as medical facilities suitable for my current needs are not available in St Thomas.

I have set up a mechanism to provide subsidized Registry software services for "emerging" ccTLD's needing it who can not afford to pay. There will be a new company that will also supply registry services to those ccTLD's who might wish to avail themselves of such a service. 15% of gross revenues from paid registry service ccTLDs will be added to the "free, subsidized service fund".

Kilnam Chon and Hualin from .CN, and BK Kim from asia-pacific, Nii Quaynor and Yann Qwok from africa, Oscar Robles and Patricio Poblete from Latin america, and Maureen Cubberley and Bernard Turcott from North America, Willie Black or Nigel Roberts and Elisabeth Porteneuve from Europe will be the designated managers of the ccTLD development organization, and will direct which ccTLDs receive the subsidized registry services, and other ways to spend the cc development funds. The ccTLD DP is not yet set up with a bank account. As soon as it is, you folke can decide who wished to sign on that accouunt.

This is a private foundation and does not require consensus. In the background, I will work on attracting donations to ccDP.

The registry software service also includes registrar service. Any cc wishing to allow the new registrar to sell their domain names will cause a minimum of 10% of the gross billing of the new registrar to go to the ccDP.

The database of the new service will be kept in Canada, and secure.

My associates at the .VI Registry are Dotty Sparks de Blanc, and Ron Sherwood.

Ron is getting up to speed on "internet governance issues,and may be called upon to represent .VI at constituency affairs.

Until NA holds adcom elections, my NC proxy goes to oscar and elisabeth.

I would hope that Bernard could step in on an interim basis as NA adcom, or Maureen Cubberley.

I have enjoyed working with you all, and will continue to do so in the background until I am sufficiently recovered to travel again.
