Candidate Statement

I believe that the Internet is now in its second phase of growth and that many of the images and beliefs we held about the conceptual Internet refer to an Internet that does not exist yet. Because of this many of the concepts about how to manage the resources of today's Internet are either not appropriate to the limited bigger picture that exists today. That is why the voices of the At Large populace are so important.

What this means to the users of the Internet at large is that we have many configuration and management issues to contend with, and that our needs are often counter to those that would operate ICANN as it has been operated. These issues must be publicly accepted and must grow to include user rights, and the rights with registrars and the sovereign right of countries to operate their own root and to create and operate eBoarders, and to have still maintain interoperability with the ICANN Root.

While many would say, No this Internet is global, it is beyond and single jurisdictional regards, this simply is not true. It is a fantasy left over from the days of the ARPA Net and is particular to the operations of a One World Network, which is something that the Chinese Government and others have already invalidated by the erection of their own root systems.

Further the framework of the Internet is not this massive "free"-way of data, but rather the manifold peering agreements between the ISP's and long haul providers, and as such there is no network like the ARPANET or the NSFNET left to us today. There is this thing we call the Internet that emulates (to some extent) these old models. But with the changing economic climates, it is easy to see that even this will be collapsing yet again...

In closing, I think the implications are pretty clear, the Internet is still growing but it is and has been something very different than ICANN has represented and that is why it is so critically important that at large membership come together, and evolves to become one of the greatest political forces in history.
