Thanks again for pointing out where COMTELCA's web page is located --
I later found it using other search engines.  Interestingly enough,
COMTELCA is also an organizational member of ISOC.

In the gTLD-MoU, the "Policy Oversight Committee" is the policy
oversight committee, and not a separate organization.  However, for
legal liability reasons the POC incorporated in Delaware, as well. 
So, strictly speaking, the name "POC" actually refers to two separate
legal entities, but with the same membership.

The circumstances for which the gTLD-MoU was intended are vastly 
different now, of course, and that whole structure will reorganize 
at some point.
