[voters] Vote on Election Rules, Basic outline of the voting process



To General Assembly voting registry subscribers:

Roberto Gaetano, the GA Chair, reminds me that the new subscribers 
to GA voting registry might not know what to do with the ballot.
Nowhere in the instructions is said that people should "reply-to" with the
option ticked.
The URL of Basic outline of the voting for Election Rules for the DNSO GA

was provided in the announcement, but not quoted explicitely.

Please accept my apology.

The instructions for ballot b03 follows.
If you already voted, and ticked "Y" or "Yes" or "N" or "No" (upper or
lower case alike), your vote has been taken into account, please 
do NOT re-sent it the second time.

The vote on Election Rules ends next Friday, 23 March 2001, 20:00 UTC
(12:00 LA, 15:00 New York, 21:00 Paris, 04:00 next day Tokyo).

BASIC OUTLINE OF THE VOTING PROCESS, b03, Election Rules for the DNSO GA

  1. A ballot is prepared.

     A ballot starts with line "BEGIN" and ends with line "END__".

     It is like this:

     QUESTION: Should the GA Chair Election Rules enclosed here be adopted?

      BEGIN:b03:KabcdZ:FirstName_LastName:email@address.somewhere:SVP-reply
      b03:KabcdZ:[ ] Yes, the Election Rules should be adopted.
      b03:KabcdZ:[ ] No, the Election Rules should not be adopted.
      b03:KabcdZ:[ ] I abstein.
      END__:b03:KabcdZ:FirstName_LastName:email@address.somewhere:SVP-reply

  2. Ballot is assigned a number (first field in a line), here "b03" --
     ballot number 03 (it is the third ballot submitted to the GA vote since
     January 2000).

  3. Ballot is personalised. Each line indicates who is voting.

  4. The second field, here between "b03" and "FirstName_LastName", indicate
     a personalised code given for this ballot to this person. A
     personalised code is 6 caracteres, starting with "K", ending with "Z",
     here "KabcdZ".

  5. Do not edit a ballot. Just put an "X" between square brackets [ ] if
     you give your vote to a statement written in a line.

     You cast one vote, no more.

  6. A ballot will arrive From: "gavote@dnso.org" -- please reply without CC
     to any list.

  7. You will receive an aknowledge of your ballot within 48 hours.
