[comments-review] Review Working Group Final Report


I am deeply troubled by the intent of the Names Council not to allow the
Review Working Group to present its Final Report to the Names Council prior
to the Melbourne meeting (as indicated by the audio archive of the February
8, 2001 meeting http://www.lextext.com/nc020801.html), but only to have such
comments submitted during the subsequent Public Comment period.  Such
actions are not indicative of a true desire to reach, determine or build
consensus, and can only be viewed as exclusionary.  Even if the views of the
Review Working Group were considered to be a "secondary stream", there
should be room for minority or secondary opinions in a report being
submitted to the Board.  Any other action is tantamount to a dereliction of
the Council's duty to ensure "that all responsible views have been heard and
considered prior to a decision by the NC."  If the NC makes the decision to
submit the Review Task Force Report without the full Final Report of the
Review Working Group, many willing participants in ICANN's review process
will view this action as a hostile form of censorship.  This is a time when
the Names Council should be working to build goodwill, not creating
animosity.
