[comments-gtlds] Support Position Paper C on New gTLDs

I support this position paper because of its recommendations (1) to await a
system to protect famous and well-known trademarks and (2) for the slow and
controlled introduction of gTLDs.  I would recommend the adoption of a few
(from 1 to 3) gTLDs for a test.  The paper's recommendations are important
to balance the need for expanded e-commerce while not exacerbating the
existing problems or creating consumer confusion.
