Bob, Having worked with telcos and standarization bodies in that field, I found that the telephone numbers on Internet is much more political than the technical management of the DNS (yes, it's possible). Many people from internet are seing that as a capture from the telcos of the Internet. Dave The work on the road actually is not about telephone number in domain name, is more related to phone number portability or to place a phone call over internet, but about to use a string of number to reach a web site the work has been done long ago .. we call it the DNS ... we do not need more work about it. Their system is already running under e164.com, and there is no technical reason whatsoever to put it closer to the root.
