Per our discussion at the registrar meeting, please see the .name registry's presentation regarding their 2nd level domain proposal. If you get through the slides, you will note explanations regarding reservations of names, how the 2nd and 3rd levels will work together, etc. Please keep in mind that this is still in the proposal stage and may change before ICANN approvies this proposal.
