[registrars] Final Notice: by-law ballot vote

Thanks to the 23 registrars that have voted, we still need the other 25
voting registrars to weigh in on the by-laws. 48% voter turnout is a
shameful statement to the folks that worked on the drafts.

If you are unhappy with the proposed bylaws, vote them down, but to not
vote -- on the documents that will govern us for the future -- is
worthy to note the next time you have something to complain about.

Registrars need to express their wishes on the by-laws, which ICANN
requires us to have in place before Montreál.
