[registrars] Re: Credit Card Proposal


On a related note I have what I guess falls into the catagory of a 'newbie' 
question.  If a domain is registered with a fradulent credit card,  and the 
fraud is reported to the registrar.  Who becomes the 'owner' of that domain 
name?
