[registrars] Problem??

Rick,

Did the software prematurely close the ballot, AGAIN? I asked you about this
voting irregularity during the last vote. There seems to be a bug in the
system.

The original close date was Wednesday, 19 February 2003 @ 12:00 am GMT.

I believe it closed the ballot at 0:00 Wed Feb 19th.
