[registrars] Registrar not giving complete whois information

Hi,

There is a registrars called TotalNIc which does not provide complete
info on its port 43 whois. It does not give any email addresses of the
contact in the port 43 while the same is available from the web whois.
Is such a differential policy of whois allowed amongst regsitrars. Check
the below output on its port 43

Notice that the email address does not appear in the port 43 whois
...... Which does not allow us to initiate a successful transfer on
domain names
