[registrars] Next RC confrence

Registrars:

The February meeting in Florida has been canceled, the executive was
unable to obtain conference and hotel space within a reasonable amount of
time before the next ICANN meeting in Rio.

The execs will meet via teleconf on the Jan 6th and post our thoughts at
that time.

We apologize for any inconvenience and we will endeavor to plan our
meetings with at least 60 days advanced notice to this community.
