Hi Mike,

I was wondering if the execom could itself come up with a solution
whereby you could set up a vote ballot for those registrars who have not
paid their dues too. This would be an unofficial vote on the subject -
separate from the actual official vote.

Since the constituency is already paying for a votebot it would not be
too difficult to use the same for one more ballot. I believe a similar
decision was taken about the mailing list where all members -
paid/unpaid are allowed to participate. I am not proposing a
modification of the bylaws to incorporate the opinion of unpaid members
as an official position. But atleast nothing in the by-laws prevents the
execom from setting up an extra ballot to just get a feel of the
opinions from unpaid members. And just as allowing all members to
participate in the mailing list has actually resulted in several voices
and increased opinions, this separate exercise may only help (it cant do
any harm).

My entire reason for pushing this is in light of the 2-3 important
decisions that are currently going on. An automated system that can
capture the decisions of the remaining registrars is already in place
and if rick can simply set up an extra ballot then we are all done.

Lastly - in the worst case scenario - if this is not possible right now,
if I can get a list of all members (unpaid), I will do a manual
votecount in order to ensure that the opinions of those who have been
bickering abt the transfers proposals all this while are taken into
consideration when a vote is made.
