Comments of Tucows follow...hopefully the format is useful.

1a - Agreed. I would only add for clarity sake as to whether the task force
means "must be deleted" or "must have entered the delete cycle". Its not
totally clear, but I suspect that the intent is the former, but some may be
reading as the latter.
1b - Agreed. Promoting best practices and minimum standards are important as
it relates to setting customer expectations.
1c - I'm not sure that I completely agree here. It may be something that the
TF wishes to examine to ensure that the practice doesn't interfere with the
final recommendations of the report. I could see this conflicting with (1a)
for instance. Further, in most cases, whether or not Registrars have any
interest in the asset and therefore the right to sell it in the first place
is murky at best. It might be most appropriate to simply indicate that in
all cases 1a must apply unless the Registrant's wishes are different (ie -
the Registrant wishes to resell, etc.)
1d- Ambivalent, but I do have one question. Is it within the scope of the
Task Force to examine and make recommendations on whether or not domain
names deleted post-five days should allow for a refund to the registrar? If
it is, I humbly submit that a full refund for any unused portion of the
subscription would ameliorate the chargeback issue.
1e - Its a minor pain in the ass at best. I'd concur with the analysis
presented as fixing the problem might simply open up a much larger can of
worms. Helping the IP lobby make the world safe for Fortune 500 trademarks
isn't at the top of my list of priorities as a registrar.

2a - Wise.
2b - Not sure I understand. Can this be reworded so that my puny brain might
better comprehend?
3a - Disagree. The RGP provides a viable failsafe for Registrants and
represents a small first step towards a uniform deletes policy among
registries and registrars, but it does *not* represent the entire solution.
3b - Strongly, fervently agree with further discussion but would also add
"and recommendations". The very fact that Registries are allowed to dictate
the scope of the business models that we may employ through implementations
like the WLS is troubling at best. At worst, it represents a strong threat
to the continued vibrancy of the registrar sector. Registries run databases,
Registrars run service organizations. I need to make sure that I can
continue to pick "what kind" and not have things like WLS or WLS v2.0 or
WLS+ dictate how or how not I may sell domain registrations (previously
registered or not). While I understand what Mike and others are saying on
this point, it is a pro-registry stance that does not favor the interests of
registrars.

4a - Question - there is support within the RRP to undo renewal transactions
today non? What about EPP? Not saying that I completely disagree with the
analysis, but I have seen a fair number of instances internally where
customers have requested reversals. I will have to sort out what happened to
those requests however. I don't pay a lot of attention to the customer
service process normally ;)
