[registrars] "Cooling Off" laws.

Dear Colleagues:  How is the Verisign 5 day cancellation rule playing 
against "cooling off" laws in various jurisdictions?  In many places a 3 
day cooling off period is mandatory.  It would be hard to make it fit 
within the VeriSign 5 day rule.
