[registrars] Australian transfers policy


As part of a new regulatory environment in ".au", a transfers policy has
been created.
The new ".au" registry is a thick registry that uses the latest version of
the EPP protocol.

It is interesting to note that a losing registrar cannot deny a transfer.
A losing registrar may contact the regulator (auDA) nad ask for an
investigation if there is sufficient evidence that a gaining registrar has
in some way misled the consumer.

It is also interesting to note that the policy specifies the form of
authorisation that must be kept by a gaining registrar for inspection.  The
authorisation must come from the registrant contact stored in the thick
registry.

It will be interesting to see how it goes when introduced on 1 July 2002.
