[registrars] whois lookup

Hi,

As an end-result to the whois blues discussion, it seems the best solution
is to block subnets that perform extensive whois queries. in this respect
most registrars typically query other registrar whois data for

- display in their own web whois lookup
- to obtain contact info during transfer of domain

I believe it is a good idea to maintain a central list of all ip addresses
of registrar servers which should be allowed to query the whois server. All
Whois Servers can then implement this list and allow these ip addresses to
perform more queries than the default number.

it may be a good idea tomaintain this list on the registrars dnso website. i
would be happy to do this myself, if that is ok with all of you. everyone
can send me their subnet and i will prepare the initial list and put it up
wherever everyone is comfortable with it.
