[registrars] All-Constituency Conference Call

Registrars,

The ExCom & Constituency Names Council Reps have scheduled a conference
call for this Friday, April 26, at 3:00 PM GMT (5:00 PM Paris, 11:00 AM
New York, 10:00 AM Chicago, 8:00 AM San Francisco).

We realize that the timing is inconvenient for Asia/Pacific (12:00 AM
Saturday Tokyo, 1:00 AM Saturday Melbourne), but based on the
participation by registrars from outside of NorthAm & Europe, it was
decided that the interests of the small number of Asia/Pac registrars
could be handled individually, as opposed to finding a time for a
conference call inconvenient for everyone.  It's just way too difficult
to schedule global calls during the Northern Hemisphere's Daylight
Savings Time.
