Given that there are, as usual, a number of important items up for
discussion, the ExCom may wish to consider setting up a conference call dial
in number for the one day meeting so that those who are unable to attend in
person can actually participate.

This would mean that, if there were sufficient numbers to constitute a
quorum physically and on the phone, that meaningful discussions could be
had, decisions and action taken.  If I remember correctly, Ghana is in the
same time zone as London which makes it easy for the Europeans, tolerable
for the Asia Pac people and manageable for the North Americans.

I'd also suggest that Tim, if he's chairing the meeting, would be unable to
act as secretary and that someone else who is attending in person should
volunteer.

Are there funds in the budget to set up a conference bridge but one on which
everyone would pay their own call costs?
