[registrars] Constituency by-laws

I have a few comments regarding the by-laws which have been
distribution on sunday :

- on the payments : please add "the registrar constituency will emit
  an invoice for its feeds. Payment is due no more than 60 days after
  emission of the invoice" ;

- shall the constituency incorporate in a place where this is easy,
  as a non profit organization ? An invoice from a non declared
  organization is not necessarily acceptable everywhere.
