[registrars] problems with whois

I had earlier posted a message to the constituency about how the
constituency should maintain an updated list of contact information of the
management or other key people of all registrars. i have several issues i
want to comunicate to some registrars and i cannot simply find the right
contact info for them - for instance

* several registrars sometimes NACK a transfer - i dont know whom to contact
for an explanation

* several registrars have non functional port 43 WHOIS .... i again dont
know whom to contact to get it fixed since all transfers from taht registrar
get stcuk as our scripts cannot access that registrars whois

* whenever we ACK / NACK a transfer request we are supposed to send an email
to the gaining registrar ..... I dont know where to send it to.

Michael can we put this tiny thing as one of the things we need to get
done - ie get an updated contact information list of EVERY operational
registrar (not just constituency members), and post it up on the
constituency website.

If any assistance is required from my side I will be more than happy - put
up a form to collect this etc etc
