Registrars,

Below is a link to an important message from VRSN to the NC structure
mailing list that describes their vision for a restructured ICANN.

While they are careful to preserve their power by creating a separation
between ccTLD and gTLD (sponsored and unsponsored) registry operators, the
paper carries the subtle implication that registrars (ccTLD and gTLD) should
be lumped together in one group.

"Similarly-situated entities should be treated similarly. In particular,
registries and registrars (whether gTLD or ccTLD) competing in the global
marketplace should be subject to the same rules."

"A group of Producer SOs should be created to reflect the views of those
bound directly by contracts with ICANN. These SOs should include: (1) a
ccTLD Registry SO, (2) a gTLD Registry SO (with separate representation for
sponsored and unsponsored TLDs), and (3) a Registrar SO."

While I appreciate the fact that VRSN is considering our situation in this
proposal, I strongly suggest that we a) take the time to understand this,
and similar, proposals and b) ensure that we speak for ourselves going
forward. Michael has already posted a discussion draft outlining a proposed
position for the constituency, but  this list has been notoriously quiet on
this issue. Please keep in mind that this issue will directly affect our
capabilities within ICANN going forward. It is really up to us to decide how
it will be affected and then work to protect that position during the
upcoming discussions.
