[registrars] Don't go to California.

Dear Colleagues:

Now that it appears that an injunction may have been granted against ICANN, 
Neulevel, NSI, Register.com and about 50 others plus 500 "Does", it does 
seem that an ICANN meeting in California in November would expose 
registrars to undue legal risk.

Interestingly, the motion for preliminary injunction charges "...these 
Defendants created, approved and implemented..." the lottery upon which 
this suit has been filed.

There was no "and/or", just "and".  Only Neulevel did all three, ICANN only 
"approved".  The vast majority of ICANN Accredited Registrars did not 
"create" or "approve".  Some may have implemented.

Please keep this list informed on any new developments.
