Bob,

We introduced this new process roughly a month ago to achieve a couple of
key objectives. Specifically, we can now properly track outbound transfers,
allow the registrant to expedite transfers if they so wish and lastly, allow
registrants complete control over nacks if they wish.

Prior to this, our (admittedly lazy) policy was to do nothing when presented
with an outbound transfer. We would receive the request, ignore it and let
it quietly go at the end of five days. With this new process in place, the
transfer still goes through at the end of five days if the registrant does
nothing, but now they have the added capabilities described above.

With regards to the language issues you present Bob, I couldn't agree more.
Unfortunately, our situation at this time forces us to focus on providing
services in English for the most part. We currently do business with
registrants in something like 110 different countries and while localization
is a very interesting opportunity for us, the size of the task is
overwhelming.

I hope this clarifies things somewhat and if anyone has any further ideas as
to how we can further improve this particular process, I would appreciated
hearing from you.
