[registrars] Another way to block Domains?

I am hoping that this is not a trend that NSI is going to continue to force people to stay with them. Our customer registered a domain with us and registered several names server to go along with the domain. Our customer is a telephone company that does web hosting along with other ISP type services. The telephone company has instructed the end users to change the nameserver entries on their domains to point to the new nameservers.
The end users went to the NSI web site to change the name server entries to point to the new host. The web site rejects the changes to the nameservers so now the end user must call NSI. The end user called NSI and the customer service rep has told the end user that since the domain and the nameserver was *NOT* registered with NSI that changing the nameserver to a non-NSI registered nameserver was no longer available.
Bruce, is there some truth in this or is this a mistaken customer service rep. Has any of the other registrars starting to see this trend.
