[registrars] Hot lines between registrars.

Dear Colleagues:

After our morning meeting of the Constituency, Bruce and I chatted about 
the need for a means to communicate between registrars when problems come 
up which affect services to our customers, etc.

I suggested that we each establish an Email hotline Role 
address.  Accordingly, we are setting up the email address 
"hotline@psi-japan.com".  Initially, the recipients will be Duane Connelly 
and me.  After a test period, we may add other Tokyo staff members.

I would like to suggest that other ICANN Accredited Registrars consider 
providing such a communications link.
