[registrars] Budget Commitee

I have been reminded that per the terms of our original teleconference, no
registrar with an equity interest in a registry could represent the
registrar constituency in this committee. The problem is that the remaining
large registries (top-5, million plus registrations) all have equity
ownership in a registry.

Therefore, the question needs to be resolved should the equity ownership
rule be relaxed or should another mid-sized registrar be approved.
