[ncsj] democracy, not in the DNSO??

Amadeu seems to want to keep the DNSO free of "democracy issues" and to
relegate these to the ICANN board level.

IMHO, if the DNSO is not seen to fairly represent the stakeholders in the
DNS, it will not have any legitimacy.
It's advise to the ICANN Board will not carry the weight that it is
accorded in the bylaws.
