[nc-whois] as promised, my draft for the Issues Report



Dear Task Force members, as promised in my email of last night, I have drafted a separate Issue Report on Privacy [sorry, I described it as section 4, it was after all section 5, but none of you seemed to notice my error]. You will see that it can be an insert into the broader document, but it needs to stand alone for contribution on 3/11, in order to meet the deadline for getting on the Council Agenda. 

As we all know, the Task Force has been working on a broader document, which I've described in the issues report as a background document. 

Again, the Deadline to submit to the Council is 3/11, in order to make the 14 day deadline. We have three Issues Reports which are under development. Steve has provided a final draft for his commitment to  the TF.  Given other considerations, I have prepared a document based on all our discussions, and contributions, which identifies the issues and possible policy actions, for consideration by the Council and for review tomorrow on our call. 

I know that this has been a challenging process, since we are so diverse in our views; however, this is a Task Force which has operated with trust and openness with each other;  when we disagree, we say so. Each of you has disagreements from time to time; you have still worked collaboratively and positively with each other, and have met your commitments to the Task force so that the Task Force can meet its commitments. 

This has meant that we can struggle through vast differences of views and concerns in the best interests of our collaborative work. 

I have done my best to try to ensure that the Issues Report draft reflects the variety of views without judgment, and to try to incorporate the disparity of perspective, with respect for each of your concerns. I may not have captured them quite as well as you would have.  Tomorrow's call will be focused on discussing the attached Issues Report and Steve's draft. 

We must remember that the Task Force will be making its final report in Rio, and recommending to the Council further work, by some body, other than this Task Force. I greatly respect and acknowledge the work which you have done, separately, and as a group, throughout the time Antonio and I have been able to serve as your co-chairs. We have only a few weeks of working together in this body left.
