Thomas, this is an excellent summary.  I would only add, in the first item
of the last set of bullets, the words "and/or improved" just before the
question mark.  While most of the recommendations of team 1 concern improved
enforcement of existing agreements, a few recommend that revisions of the
agreements be considered to improve accuracy.
