[nc-whois] differentiated bulk access

Here's the suggestion on differentiated bulk access which I  
mentioned during today's call.

The fundamental distinction is this one:

 - Mandatory bulk access to all the data for "important" purposes; 
   no opt-out for that.

 - Voluntary bulk access to other data, with _minimum_ privacy 
   safeguards specified, and more left to the marketplace. 
   "Voluntary" means that registrars may elect not to make that data 
   available at all.
