[nc-whois] Update, and confirming for Sunday in Ghana...


Thanks, Thomas, and Abel, for your great work!  

For Section I, I volunteered to do the first draft to the first sections and
will have that distributed to the small team tomorrow. 

For that team, or anyone else, I will be online, and reachable, most of
Sunday, and if you really need to reach me, use the cell phone, or send me
an email with your number, and I'll call you. the cell is (202)255-7348. You
will probably have better luck reaching me Sunday than Monday! Sorry about
that. 

By accident, I didn't assign Philip a drafting part!.  I was rushing through
the list by memory -- if I missed anyone else who has been actively engaged,
speak up and we'll enlist on you a particular section.  

Philip, Tony and I would like to enlist your help in particular in how we
prepare to discuss the sections which relate to privacy; even though we
aren't drawing conclusions, these will be of most interest to the European
GAC members and to other members of the community concerned about privacy.

Finally, I will be putting out a suggested DRAFT timeline for the rest of
the work. Tony and I won't have a chance to discuss it jointly before I post
it.  We apologize for that but think that we need to consider a draft
timeline online before our Ghana presentation. 

Let us confirm, as co chairs, that the TF will meet from 8:45 a.m. - 10:00
a.m. Sunday, in GHANA,  for those who are in attendance, to walk through the
presentation/and discussion with other groups on the interim, and
preliminary report. 

On reporting:  here's our proposal:  Each of the participants will be able
to update their constituencies, speaking from the draft Preliminary Report;
Tony and I are scheduled to make a very brief [we've asked fro 15 minutes]
presentation to the NC. We would use a few view graphs for that
presentation, using materials from our report and Gail's view graphs for a
few illustration slides. 

IF you are to be in Ghana, please confirm that you can meet in that time
frame.  Please confirm to Marie Juliano, separately, her email is above. 

Note: apologies for the early start, but both Y.J. and I are booked all p.m.
and I'm booked on Transfers TF from 10:15 a.m. -12:00 p.m.

I have made a full skeleton for the preliminary report available at 
<http://www.does-not-exist.org/whois-ghana-020301-0.pdf>.  This file 
differs from the one distributed yesterday only by the tables I 
added for question 5, so I'm not attaching it again.

These tables do not contain any number crunching, because I didn't 
come up with any ideas on how to do it.  If Abel has any clever
ideas, I'm sure he'll share them.

You will, most likely, notice that I have even _omitted_ the average 
values given in ICANN's tabulation. I did so because it is certainly 
not obvious that these averages have any meaning at all.  (For 
instance, a purpose which gets ranks 7 and 1 half of the time, each, 
will have an average rank of 4 - just like one which is on rank 4 
exclusively. Still, the conclusions from these distributions would 
have to be vastly different.) Note that there are also other dangers 
hidden in the data contained with the skeleton: In particular, in 
many cases, we don't know which options are preferred over which 
other options. (Unless I'm missing some clever argument, of course, 
which may be entirely posssible.  If you find one, please make sure 
you include it in whatever you write.)

Thus, I'd like to ask those of you who are going to evaluate these 
numbers to be EXTREMELY careful with any findings and conclusions at 
this point of time. Please, make absolutely sure that you do _not_ 
make any assumptions which may not be backed by numbers.
