I have one little nit on the Implementation language that we may need to
suggest a change from section 24 (additional text letter i which state:

"A domain name is within 60 days (or a lesser period to be determined) of
being transferred (apart from a transfer back to the original registrar)."  

The nit is that one can interpret this to mean 60 days prior to a transfer
or 60 days after a transfer.  Since one could argue that a transfer request
will always come in 60 days prior to "being transferred," and therefore use
that to deny any transfer, I think the language should be changed to:

A domain name is within 60 days (or a lesser period to be determined) AFTER
being transferred (apart from a transfer back to the original registrar).
