[nc-transfer] FW: sample problem for Transfers Task Force consideration/call agenda items

Reminder of TF call tomorrow at 2:00 p.m. - 4:00 p.m. EST.

To Task Force: Please consider the insert below one of the illustrations which Denise mentioned on last week's call as a useful "trial run" to see if our policy recommendations will address the range of issues and problems that exist in the "real world".

The early portion of the call will deal with these items, and final discussions related to the recommended processes. Then, on tomorrow's call, at 3:30 p.m., Chuck Gomes has agreed to present an interim recommendation from the Verisign for dealing with transfers. I have asked him to provide any documentation which might describe the process before the call.

Best regards,

>Subject: sample problem for Transfers Task Force consideration

>The following is provided in response to the Transfers
Task Force's request for examples of transfer problems experienced by domain
name holders.
>
>The registrar for one of my domain names did not update their files when I
>notified them of my address and email change. I subsequently did not
>receive an expiration/renewal notice. About two weeks before the renewal
>deadline, I contacted the registrar to transfer my domain name to a
>different registrar. I was told that I had to renew my domain name with my
>existing registrar for a minimum of two years (which could be done over the
>phone or online) or risk losing my domain name entirely. The registrar
>explained that transfers and one-year renewals "were not automated" (unlike
>2-9 year renewals), and since my domain name was set to expire in
>two weeks,
>my domain name may be released and registered by someone else before the
>registrar had a chance to process my request. I was faced with renewing my
>domain name for two years at the highest price of any registrar I could
>find, or risk losing it. Also, the registrar stated that "We do not refund
>domain name registration or renewal fees, and the registration
>period cannot
>be shortened or cancelled. However, when the registration period is over,
>you can choose not to renew." Their website, however, does not
>indicate the
>time period in which a transfer request must be submitted, or even how to
>transfer a domain name to another registrar.
