RE: [nc-budget] Job description v3

If we are appointing a high level peroson to establish the secretariat, one of
their first jobs will be to prioritise the work. I do not think we need two
job descriptions at this stage since we are appointing someone to assist and
advise us on, amongst other things, how best to optimise our funds. However I
would support using a shorter job description to start and providing
additional material for interested applicants to check out on our web site.
