So then you answered my question: Of course NC have the
decision of the GA Chair in their hands.

That's why I suggested the "practically complicated" procedure
for having GA Chairman.  This ensure the participation of this
position of the 5 ICANN regions all in one year.  But since
election of the GA Chair is up to NC, then I suggest the NC
work in how they will deal with the issue of geographic
diversity unless GA agreed that the GA Chairman should  be rotated
every year between the different 5 regions every year.  The only
disadvantage that maybe some can find in this is that in the 
worst situation, a region have to wait 5 years to have a person
serving as a GA Chair.

Knowing that in fact NC is the one who elects GA Chairman, then
definitively the GA AdCom might not be integrated by a NC
delegate.  I think that such person should be a link, and maybe
the formula that others proposed already about having this
person with voice without vote in the AdCom should work.
The only way that such sixth member from the NC in the GA AdCom 
has full rights is that ICANN bylaws changes towards
having also three GA delegates in the NC with full rights also.

Yes, you are right.
