The new IANA contract is posted at:

The "Organization, Staffing and Management" section should be of interest to 
Karl.  

Also, this particular clause speaks volumes:

C.4.3       Contractor’s obligation to perform the IANA functions shall not 
be conditioned on the existence of any agreement between the Contractor and 
any third party.
