Will ITU require zone transfers too? :-)

Seriously, which output is this workshop expected to produce? Just an
informal exchange of opinions, a written report, policy-making process
suggestions, policy suggestions...? Further details on the long-term
targets of this work would make it easier for some people (for
example, the At Large groups in the various countries) to understand
whether it's important to participate or not.
