I don't think it has any meaning for non-non-commercial registrants
(yeah yeah, beat me over the head for the term).  It looks like they
want to provide some kind of "trust" service for non-profit entities
so that the public has some assurance that the org foundation has
validated a particular registrant as a valid non-profit entity.

I equate this along the lines of the Geotrust TrueSite program
perhaps, a type of additional assurance consumers can use.

Honestly, as an adjutant service, I don't see any downside.

I hope someone else will read it and see if they agree with my take.
