  This is true.  And it is true mainly because ICANN refuses or cannot

  Yes it is an insidious and deceptive business practice in and of itself.

  Also agreed and this had been discussed in the two Phone Conferences
a couple of weeks ago.  But such a comprehensive policy is difficult
for ICANN or even WIPO to enforce should WIPO be the choice
of enforcement agent as we have seen already with the UDRP.  Than
you also have the jurisdictional issues...
