[ga] MP3 tehnical failure

The DNSO Secretariat technical staff apologizes for the failure in MP3
recording of the 22nd March Names Council conference.
This failure was due to an electricity breakdown in the call room just
followed by a phone breakdown.
We will take care that this does not happen again in the future.
